Chapter 8 - 8. “Tri Dharma”. three chief ministers of the government

When they arrived in Raja's private room, Agha immediately opened the scroll which had been in his hand and pointed to them.

Danadyaksa and the others saw the writing of the royal structure on the roll of paper that Agha opened.

Agha told them that he gathered them today to discuss the formation of a department that would replace the current ministerial system for the better, and form a new structure for the Agrapana kingdom.

"Minister Kavi, are you always struggling with problems in the kingdom?"

"Yes, I am also assisted by the head of Chen. Your Honor"

"You must be tired of taking care of it all, only with the help of Chief Chen alone"

"No, Your Honor. I am still strong and able to hold those duties, Your Honor."

Kavi thought that Agha wanted to get rid of him from the position he now held. Danadyaksa looked at Agha in surprise after hearing Agha ask that to Kavi. Danadyaksa also had the thought that Kavi would be replaced especially after seeing Jovic being replaced, even though Jovic had his own problems.

"Your Honor, I ask that Minister Kavi not be demoted and released from the position he currently holds, he is loyal to the kingdom and has the ability to hold the position he holds. Your Honor, I beg you to reconsider.

Said Danadyaksa after thinking about Kavi who would be released from his position.

Agha looked at those in his room and explained that he did not let go of the position held by Kavi while laughing.

After a while discussing small matters that are not related to the government, Agha suddenly dropped a statement that sounded like a bomb to Danadyaksa and Kavi. The statement stated by Agha would completely change the entire structure of officials in the Agrapana kingdom and even affect the position they held . so Kavi and Danadyaksa were shocked by Agha's statement.

Gajah Mada has a bright and broad smile from ear to ear, after he hears the statement of Agha. The system and structure that Agha states are almost similar to the royal system he served before, but there are differences and a little better.

Agha states that all existing positions will be deleted and replaced with new positions that are more structured and better. High-impact positions are not immune from abolition and will be replaced with new ones.

The current position of ministers will be abolished and replaced by three ministers who will be named and known as "Tri Dharma". The three main ministers consist of:

1. The Royal Councilor will temporarily leave this position first until Agha finds the right person to fill this position.

2. The royal chancellor of this position will be given to Kavi Akhilendra as a form of appreciation for the loyalty he has to the kingdom, and with the abilities possessed by Kavi Akhilendra he is the right person to fill and hold this position.

3. The Royal Marshal or Commander-in-Chief given to Danadyaksa Gautama for the service he has shown and given to the kingdom. Not only the dedication he showed Danadyaksa also showed courage on the battlefield or outside the battlefield, so he was suitable for this candidate.

When Agha thought about the formation of "Tri Dharma" he was quite difficult to decide who would hold the post of Marshal of the Great. He had two candidates who he would appoint as Great Marshal they were Gajah Mada and Danadyaksa Gautama.

After Agha thought about it for a long time he finally decided to give the position of Grand Marshal to Danadyaksa Gautama because he had served for a long time in the kingdom and Gajah Mada had no real achievements to the kingdom even though he had better abilities and experience in this position.

For military power and important decisions related to civil matters will be in the hands of the king, and "Tri Dharma" will help the king when making decisions.

Gajah Mada had a sour expression when he heard he did not enter one of these positions, and he expressed his complaint to the king. Angha told Gajah Mada that in terms of his abilities he was better than Danadyaksa Gautama but in his devotion he was lacking and also he did not fully know. about this kingdom so Agha gave the position of Supreme Marshal to Danadyaksa.

When Danadyaksa heard Gajah Mada's complaints he looked at Gajah Mada and approached him then he whispered a sentence that made Gajah Mada smile again.

Minister Kavi who was previously worried now smiled broadly after learning that he was not released from the minister's position but was changed to become one of the principal officials of the kingdom. He was very happy because he thought that he could still serve the Agrapana kingdom until the end of his life.

"What about uncle, this is one of the systems that I have formed and there are still more. I want to remove the ministerial system which is currently in turmoil, after I killed the previous ministers."

"It looks better Your Honor, but what is the duty of the Royal Councilor, don't we not need it," Kavi said hearing the question Agha asked

"Maybe this time uncle cavi is not needed, but when our kingdom will be expanded and attack other places we need someone who can give an opinion other than Uncle Kavi and Uncle Danadyaksa"

Agha also gave them an understanding of the tasks that "Tri Dharma" would have. Especially the departments that would be under their auspices.

Jovic and Gajah Mada, who had been listening to the explanation from Agha, understood what King Agha wanted to do with the formation of "Tri Dharma". They felt that the King wanted to centralize government in the hands of "Tri Dharma" but he remained in control of the whole kingdom.

Agha tells cavi to read the writing on the roll of paper that Agha brings. Kavi stares at the writing long enough to make others curious. And the impatient Attorney finally asks what the writing is on the paper.

"Old Kavi, quickly read it or give it to me. I want to know about the contents of the scroll"

Danadyaksa asked for the scroll that Cavi was reading, he was curious about the contents of the scroll. Not only Danadyaksa who was curious about Gajah Mada and Jovic was also curious about the contents contained in the writing.

After cavi made sure the contents of the writing well he gave a roll of paper to Danadyaksa and now he thought of what he should suggest to the King after reading the writing on the paper.

Danadyaksa who read the paper was quite surprised because the writings on the paper indicated the formation of various departments that would help "Tri Dharma" in organizing and running the government in the Agrapana kingdom. Gajah Mada and Jovic were finally told by Danadyaksa about the contents of the paper.

"Immediately, uncle. After you read the article, is there any advice you want to give or stick to the plan in the paper."

"Yes, Your Honor, I want to ask why His Majesty formed Divisions under the department in the paper." Said Kavi who was quite curious about the formation of divisions under the department

After Agha explained the assignments, he asked for advice from all of them and Agha got enough advice from them to form a better system than he thought.

Before getting advice from Kavi and others, Agha wanted to form 4 departments that contained various divisions but after discussing and getting various suggestions from them Agha could form a more detailed system.

The divisions previously thought by Agha will only help the tasks of the department but after going through deliberations and discussions with the four of them Agha decided to give more responsibility to the division and the duties of the department did not change much.

With the new government system, Agha hopes that the Agrapana kingdom can develop better and faster so that he can avenge the defeat suffered by King Asoka
