More on education in China—

All children, under the Compulsory Education Law, must complete nine years of compulsory education, starting at the age of six or seven. Preschool education is not included. That means one has to finish 9th grade education (School system in China: 1-6 elementary, 7-9 junior high school, 10-12 high school).

Beyond the nine year education, the school could charge tuition because high school and college education are not compulsory and free in China.

Students must pass an entrance examination to continue their education. The score will determine which school the student could attend. Zhongkao for high school, and gaokao for college. 

I don’t think there’s an age limit when it comes to attending college. As long as one’s score is good enough.
