Goblin Fighters are able to evolve into a high level Goblin type, it depends on the development in their fighting experience. While Nice Goblin can evolve into Goblin Fighters, but that is very rare condition. Most of them will only evolve into Suicide Goblin. And for some extremely rare cases, such as the Nice Goblin who were born with powers far above average, they can evolve into Goblin Giga.
